CONTEXT

Mass, weight and standard volume

Product accounting must distinguish between mass and weight, and between standard and observed volume. In commercial operations this distinction affects calculations, reporting and data reconciliation.

Petroleum accounting for oil depots is performed in units of mass, while fuel-station accounting is performed in units of volume. For LPG, the approach depends on the facility type: GNS and GNP facilities work with mass, while AGZS and AGZP facilities work with volume.

When road or rail tank cars are weighed, the recorded weight is the difference between the full and empty tank car. For open vessels this is weight in air; for closed vessels under excess pressure it is weight in vacuum, which is used as a synonym for mass.

Incorrect mixing of units can create discrepancies between product accounting and excise accounting. Specific regulatory or tax conclusions should be checked by a qualified specialist before publication or use.

Practical work may include tank level and temperature measurements, quantity and standard-volume calculations, support for inventories, checks and audits, and use of ASTM D1250, API MPMS, GOST, ISO and HM methods where applicable.
